France distinguishes sharply between the three online products it licenses, sports betting, online poker, and horse-race betting, and the products it does not license: online casino games. The distinction is set out in law n° 2010-476 of 12 May 2010, and it has not been altered since.
What is legal, and under whose authority.
The Autorité Nationale des Jeux (ANJ) issues agréments in three product categories: paris sportifs, poker en ligne, and paris hippiques. There is a public list of all current holders on anj.fr. Operators without an ANJ agrément are not authorised to advertise or take bets from residents of France in these regulated products.
What is illegal.
All online casino games, slots, roulette, blackjack, baccarat, live dealer casino tables, remain illegal to operate in France. The ANJ does not license this category. Any operator claiming an ‘ANJ casino licence’ is misrepresenting itself; no such licence exists.
For players, accessing an offshore operator to play casino games is a legal grey area rather than a criminal offence, the law targets operators, not individual players, but the player enjoys none of the French consumer protections: no French dispute resolution, no French deposit protection, no French self-exclusion coverage.
What about ‘casino en ligne’ pages in French?
Sites in French that list ‘casinos en ligne’ are either informational (describing the offshore market for what it is), or misleading. Since March 2022 the ANJ has held administrative blocking powers over unauthorised sites. That means an operator serving French players from Curaçao or Anjouan can have its domain blocked at ISP level in France, without needing a court order.
